The policeman was filmed arguing with the pit bull's owner in the car park of a shopping centre, after a terrified shopper rang the emergency services because the dog stopping her from getting into her car.
The petrified bystander claimed she couldn't get past Terri Franklin's dog which was "barking and growling" at her. It was claimed that the dog was "acting extremely aggressive".
Cops were called to ask Franklin to roll up her car window – but the officer then claimed her pet was under arrest.
A video of the incident has racked up over 450,000 views and shows the tense argument between the dog owner and policeman.
Franklin asks if she is under arrest – to which the burly cop replies: "No, your dog is though".
She then interrupts the hapless bobby to argue that her dog isn't vicious.
Eventually, the policeman walks away and the rowdy dog was free to go.
In a report, he said that he could have arrested her for having a vicious dog at large – and sent her dog to the pound. But he chose to the duo go free.
Authorities in Arizona said the officer had done nothing wrong, but said "he just shouldn't have said what he said".
However, the angry owner wrote on Facebook: "She is the most loving dog she just is protective of me and my vehicle".
